Bupa's commitment to providing high quality care for patients was highlighted at a seminar on 13 April 2007 in Beijing. The event was the second in a series of seminars about healthcare being held jointly by Bupa and the Health Human Resources Development Centre (HHRDC) of the Chinese Ministry of Health. Dr Zhang Junhua, Assistant Director General of HHRDC, hosted the seminar and joined the panel discussion. Dr. Guan Zhiqiang, Director of National Insitute of Social Insurance, Ministry of Labour and Social Security, hosted the panel discussion.
The seminar focused on improving medical services and strengthening risk control.
Attending the event were around 100 guests from the government, hospitals and insurance companies, along with academics and the media.

Mr Zhu Qingsheng, Former Vice Minister of the Ministry of Health
Professor Huang Jianshi, Assistant President of Chinese Academy of Medical Sciences, Dean for Continuing Education of Peking Union Medical College
Mr Zhu Qingsheng
With more than 40 years of working experience in hospitals and the Ministry
of Health, Mr Zhu Qingsheng commented that at the core of hospital management
lies service quality, which is also greatly important to the brand and
reputation of hospitals. He said that establishing a completed management
mechanism in public hospitals is one of four core missions of the Health
Reform.
Dr Andrew Vallance-Owen
Dr Andrew Vallance-Owen firstly introduced the funding and medical care
of the National Health Service (NHS) in the UK and then shared Bupa's
experience in accreditation, case management, pre-authorization and complaint
settlement. His quotation of the Cochrane Principal, "Best clinical practice
often represents best financial value in healthcare", received the audience's
approval.
Mr Paul Gregersen
Paul Gregersen presented a speech on improving efficiency in public and
private hospitals. He spoke about Bupa Hospitals in the UK using management
tools such as performance scorecards to bring about continuous improvement.
Paul also explained how the business had led the way by establishing the
UK's first independently-run diagnosis and treatment centre to solely
treat State-funded patients, helping to cut waiting lists and improve
efficiency.
Professor Huang Jianshi
Professor Huang Jianshi's speech focused on the concept of "health management".
He introduced the definition of health management, current development
of health management in China and how the development of health management
can affect risk management and lower the medical cost.
